Electronic Access Policy

  1. Liberal Memorial Library has Internet-access computers available for users in three areas within the library: the Children's library for youth ages 0-11, the Young Adult (YA) area; and the Adult area.

  2. Each computer retains security software. All changes made to any public access computer will be automatically deleted when the computer is rebooted or shut down. Patrons are advised to save files on a removable disk or CD. Liberal Memorial Library offers several catalog-only computers for patrons searching for materials within the library.

  3. A Liberal Memorial Library card or a one-time pass is required to reserve time on the computers. Children must have a permission form (Appendix K) signed by a parent/guardian on file before they will be allowed to use the internet.

  4. Adult and Young Adult Internet-access computers may be reserved for an hour at a time and may have automatic 30 minute extensions for as long as no one else has reserved the computer. Children's Internet-access computers may be reserved for one hour at a time and may have automatic 15 minute extensions for as long as no one else has reserved the computer.

  5. It is the responsibility of the user to load any software not owned by Liberal Memorial Library, although library staff will assist patrons to the best of their ability. All changes made to a computer will be deleted when the computer is re-booted or shut down.

    Internet users must be aware that information (in any format) that is downloaded or printed from the Internet may be copyrighted. Unauthorized use or copying of information posted on the Internet may be prohibited.
  1. Patrons are not to use the equipment in the public library in an unauthorized manner as described in the Kansas Criminal Code. Misuse of library equipment will result in loss of privileges and may result in expulsion from the public library and prosecution under the state statute.

  2. Patrons of Liberal Memorial Library shall be prohibited from invading the privacy of a computer user. Each patron must comply with the public library's behavior policy and should be considerate of all library users and library staff.

    Computer users must be aware that the U.S.A. Patriot Act gives authorities the legal right to access information (with a court order) from computers in the library.

  3. Information resources available through the Internet exist beyond the scope of Liberal Memorial Library's Collection Development policy. Patrons should consider the source and timeliness of all information retrieved through the Internet.

    Liberal Memorial Library subscribes to several reputable databases that are available to our patrons.

  4. The American Library Association's Freedom to Read Statement (Appendix D) and the Library Bill of Rights (Appendix C) are adopted policy of the Board of Trustees and Staff of the Liberal Memorial Library. There is a link to the current draft of the statement "Access to Electronic Information, Services and Networks: An Interpretation of the Library Bill of Rights" on the Liberal Memorial Library website.

    The Board's interpretation of these documents may be tempered by community standards in regard to unauthorized use of computer equipment.

The user agrees to abide by all rules and regulations now in effect or hereafter promulgated. The user agrees to defend, indemnify and hold harmless the employees, board of trustees and their agents and officers for any and all suites, claims, causes of action, and judgments arising out of the unauthorized or improper use of data or services by the user or by any person improperly using the system with the knowledge and consent of the user.

The user understands and agrees that no professional relationship such as attorney-client, doctor-patient, counselor-patient, accountant-client or similar arrangement is or can be established concerning information obtained or stored. Any data stored onsite will be considered public information open for review. Any data stored will be deleted upon shut-down or reboot of the computers.
